LEANDER, Texas — Residents in the area of Hill Country Bible Church, 589 W. San Gabriel Pkwy., should be aware that between December 18 and December 31, their sleep may be disturbed by early-morning construction work. Concrete is scheduled to be poured at the church site on two days between those dates, depending on the weather. However, it must first be approved by Leander City Council.
Leander City Council will consider the waiver request from Wolff Construction at its meeting on December 17 to allow work to begin at 3 a.m. Braun & Butler Construction is asking for this noise waiver, which is outside the rules based on the existing city ordinance, which says “nuisance noise” cannot begin before 7 a.m.
Parents who are teaching children from home and are themselves also working from home are likely to be affected by this uncommon noise during sleep hours.
The initial dates noted for the pour on the Temporary Noise Variance Application submitted lists the work to be done on Friday, December 18 and Monday, December 21, which may be changed if weather conditions are not conducive to the work. The two weeks’ timeframe is to allow for setup of equipment and traffic control, and additional options for the scheduled days as needed.
The planned work is to pour a concrete foundation of 36,000 square feet and in excess of 900 cubic yards, according to the application on file. Noise will be generated from a concrete pump, concrete trucks, light tower generators and personal vehicles. No alarms, whistles or sirens are intended to be used during the pouring.
City of Leander staff has initially approved the request which City Council must vote on. The recommendation from staff states the contractor must notify nearby residents a minimum of 48-hours in advance of the days the concrete work is to occur. The agenda item states the contractor will utilize “white noise” backup alarm to keep the noise level to a minimum.
